BUSINESS APPLICATIONS ANALYST
CAPITAL PROJECTS DIVISION
RIGHT-OF-WAY PLANNING, LANDS & ABORIGINAL CONSULTATOIN
EDMONTON, AB
Under the direct supervision of the Supervisor of GIS and Cartographic Services, while specializing in business problem analysis, the position will consult with all end users and external resources to determine how people, data, processes, communications and spatial systems technologies can best accomplish improvements for the organization’s business. The focus is on the business and non-technical aspects of problem solving including information gathering from various departments of the organization, developing business cases to identify the best way forward, and working closely with application developers and software vendors to ensure initiatives can be implemented efficiently.
Responsibilities:
- Consult with various Capital Projects departments to gain an intimate understanding of spatial data system needs and cartographic products.
- Align similar needs amongst departments to support multi-departmental solutions to spatial data management and cartographic product needs
- Develop appropriate flowcharts for associated activities and dependencies.
- Review product delivery with various user groups to ensure alignment with needs
- Meet with consultants and contractors to understand business solution options of potential interest to the organization
- Work closely with GIS& Cartographic Services (CS) staff and other departmental staff to define needs and opportunities worth testing through detailed economic and resource allocation assessments
- Research and coordinate the testing of potential software and application solutions.
- Develop business case documents to provide detailed assessment of the costs and benefits of various solutions of interest
- Coordinate meetings with contractors and consultants to ensure projects are progressing on time and as specified.
- Coordinate integration of software and application delivery including the testing to ensure usability and system integrity.
- Manage and execute the delivery of all consultant activities associated with system, application or software development.
- Assess existing and developing data management systems for GIS, Cartography and related
- Coordinate the development of product templates through the GIS&CS team to ensure product delivery is achievable and on target.
- Identify gaps in data management systems and software in order to develop business cases to support service delivery and process execution
Job Qualifications
- A university degree or college diploma in management information systems, business, information technology or computer sciences or related from a recognized institute.
- A minimum of five (5) years related work experience, with preference for candidates with experience in related systems applications and software administration, ideally in a utility environment.
- Strong knowledge of system development life cycle methodologies and sound understanding of high level data models as they relate to business process models.
- Good Knowledge of spatial data analysis methodologies and spatial data management systems including enterprise GIS systems.
- Awareness of recent and emerging technologies and applications applicable in spatial technologies including web based technologies.
- Excellent facilitation and consulting skills to determine effective and efficient spatial technology solutions to business requirements.
- Excellent communication skills with the ability to communicate with technical and non-technical staff and external clients interpersonally and in writing.
- Understanding of human aspects in change management.
- A working knowledge of land survey and cartographic principles.
- Proficiency with the Microsoft office suite (Excel, Word, PowerPoint, Access, MS Project, Visio).
- Demonstrated organizational skills with the ability to manage numerous tasks simultaneously.
- The ability to work independently as well as on project teams.
- Ability to work under the pressure of tight time lines.
