Job Description
The North Bay-Mattawa Conservation Authority (NBMCA) is seeking a GIS Specialist to support all NBMCA programs including: flood forecasting; flood and erosion hazard land reviews, analyses and decisions; land use planning activities; drinking water source protection; integrated watershed management; field operations; septic program; stewardship; and communications and outreach. This is a full-time, permanent position, 35 hrs/wk.
Job Qualifications
- Minimum three years GIS work experience
- Degree or diploma from a recognized university or college with a specialization in geomatics, information management, geography, biology, natural resources or computer science
- Experience using the ArcGIS suite of tools to manage and maintain geospatial datasets, perform spatial analysis and produce map products
- Experience creating and editing digital terrain models (DTMs) including TIN, terrains and raster surface editing
- Experience using information gathering standards and practices (e.g. data collection, data entry, metadata), data security, and data quality control
- Experience using web-based technologies and integrating them with interactive GIS applications
- Familiarity with remote sensing and photogrammetric software for editing and analysis (i.e. PCI Geomatics or ERDAS Imagine)
- Knowledge and experience in the use of GIS for hydrological analysis would be an asset
- Knowledge of AutoCAD, photo/satellite image interpretation and ArcHydro would be an asset
- Excellent problem solving, analytical, time management, communications and organization skills and ability to work with limited supervision
- High level of reading comprehension for natural resource material, ability to summarize and transcribe, and accurately enter data for integration into a GIS database
- Ability to work effectively both independently and as part of a team
- Valid driver’s license.
Other Information
Summary of Tasks
- Provide GIS and Data Management services for NBMCA programs; recommend and implement appropriate approaches for the ongoing development of same
- Organize and integrate various types of information into GIS, including spatial and non-spatial data, hard copy and electronic files, and environmental data such as flood plain maps, digital terrain models, water quality and water quantity data, snow course data, and drinking water source protection data
- Develop queries, models and cartographic products as requested to achieve the objectives of various NBMCA programs and projects
- Develop, acquire, maintain and upgrade all necessary hardware, software, and legal licensing obligations to fulfill NBMCA’s GIS needs
- Coordinate data acquisition and management with partner agencies; facilitate data sharing with external agencies and applicants upon request
- Perform analyses using GIS resource data and report findings for distribution to staff, municipalities, government agencies and other stakeholders ? Edit and quality control 3D terrain Model information and feed into hydrologic models
- Update flood plain mapping after revising associated data according to Ontario Regulation 177/06 under Section 28 of the Conservation Authorities Act
- Limited field work and travel may be required
- Other duties as assigned; this may include some data entry
